here's some advice for the noob:
If you've done all your searches and looked through hundreds of pictures of wings, but still can't find it, I'm pretty sure that you wouldn't be able to buy it even if you found out who makes it (assuming that it wasn't made up by the initial D guys). If you're expecting one of us to do the searching for you, you'll be waiting a loooooong time.

^That wing is not as high as a STI's wing. That pic doesnt help us. I dont think you understand what they were all saying. If you dont know, what it is that you want, then how are we going to know what you want?

I dont watch cartoons cause im not 12 anymore maybe you should go to a elementary school and see if some of the kids there can help you out.

Post Script; Find a pic of the exact wing you are looking for, even if it is a cartoon. Maybe then some one will have some help for you.

EDIT: I Searched for it, its not exact, but the racing beat type II is very very very similar...



EDIT 2: actually that show is pretty inconsistent from the pics ive seen, it looks 99-spec somtimes, and bigger other times, the closest your gonna get in height without the gt-spoiler look is this one:

 

^Its not the racing beat type 2 bescause that wing is exactly the same size as a 99 spec. I have had both. He is asking for some made up wing off a cartoon. And as most people on here are over 12, we have not seen this cartoon. So we have no way to know what he is talking about. I just think he needs to do a little reserch for him self before he asks every one else to try and figure it out for him. Just my 2 cents.

yeah i realize that the wing in the cartoon, the type he is talking about doesnt really exist per say...but there are some similar ones out there, like that RE-amemiya one, but its not gonna be exactly the same.
