i doubt it will happen... first problem is that no one makes smog equipment for 30 year old vehicles so people will have no choice but to start registering their vehicles in other states, then California will lose MILLIONS of dollars in revenue... which means insurance companies will lose revenue and so on and so forth.
what they could do is put these older vehicles thru a service inspection making sure they are in fact road worthy. If they fail inspection they get junked, obviously there would need to be different levels of fail, unfortunately there is lots of fail on this forum
Anyhow, Senator Dean Florez needs to spend his time dealing with the real central valley poluters which would be the factories and the trucking industry
