been thinking about it and our air (norCal)isn't as polluted as your air, especially in the LA area. We might not see these up here.

They're most likely trying to catch the gross pulluters.
We still see some blue. The best you can do is avoid them.

I saw one of these on the 405 onramp near Huntington Beach Blvd about a month ago. There was a white van and a couple of small white boxes on tripods set up near the side of the road. At first it looked like surveying equipment, but at second glance you could see what looked like a camera pointed at the rear license plate.
I've also heard the rumor that CHP might sit near these devices and pull over cars that look like they are illegally modified. In the story I heard, a yellow Z06 corvette was taken from the owner because it had some sort of forced induction and the cats were removed. Supposedly the owner was still making payments on the car even after it was destroyed.

Word.
the only thing i can think of, is he was really caught street racing. and they threw in there about the whole non-cat/smog thing. It sounds so rediculous to crush a car for not having cats. i mean, newer cars burn thousands of times cleaner than smog exempt cars, even with out cats.

boost and no cats is not just cause. now if they had told him he needs to fix it and he chose not to thats one thing. but the first time around they cant do that

this kinda touches on what im refering to however this says the second time they impound click me
and the spectator ordinance in detail "The Spectator Ordinance makes it a misdemeanor to be knowingly present at illegal speed contests and exhibitions of speed, punishable with up to 6 months in jail and a $1,000 fine." click me
the original task force and laws were passed under the name of "drag-net" but i really cant find any more detailed specifics since it was started so many years ago.
regardless it started down here in SD and then spread to other counties in CA.
as i read more it is confirmed that they cant just take and crush a car for "illegal parts" the cars that were crushed had STOLEN parts on them or had met the criteria under "drag-net" which entailed more than enough warnings about it
