You realize they're only considering this now because I've spent the last three months working on a smog-legal rebuild for my '80, right?

That's what I recommended in my letter to all those state senators listed. I recommended that they re-instate the rolling 30 year law and let it roll at least until 1985

I pulled up the actual text of the proposed bill... it's not as good a deal as you'd first think, though it is marginally better than the current situation:

It does exempt <81 cars from bi-annual testing - - but not from smog requirements. You can still get 'directed' for testing based on a number of factors, including 'suspicion of tampered smog system,' 'remote sensing activities or other means,' which probably includes getting pulled over by Random_Cop_01 on suspicion of having fun with your car. Testing is also required for any car being transferred into the state.
It's hard to penetrate the legalese, but it also seems to create a 'collector vehicle' class - - age requirement of 35 years instead of the current 25 for 'historical vehicle', requiring special insurance (which means they want the insurance people to police mileage for them) & a functional test of the fuel cap and leaks:
This looks to be different from the "Historical Vehicle" plate system... & I can't figure out from the way it's written up if that provision is being created by this bill, or is in fact already law.

looking back, i think i got way too excited when i first read it, but reading it again it almost sounds worse. sure, there's no more biannual testing, but now they want to limit the amount we drive our cars, AND we're subject to random testing if Joe Cop finds us suspicious, if i'm reading this correctly... i'm sorry, but that straight up sucks. maybe i should start asking my dad if he wants to swap his rx4 for my 7...

clark county(las vegas) has mandatory yearly testing, then again the rules set for the tests are much more relaxed. ie you just need the smog equipment listed under the hood, doesn't matter if it is an engine swap, turbo conversion, EMS install, S475 turbo as large as the engine, etc... just needs basically smog pump, EGR and cat and of course be able to pass the sniffer.
that is what california should adopt, not this nonsense of keeping your car 100% original including mufflers and cats... the target vehicles are so few and far between now that people should be allowed to pass emissions in whatever way they see fit.
i do have a '74 REPU for sale, smog exempt for cali peeps.

The bill in the House right now seems to ONLY change the year line from 76 and newer to 81 and newer requiring testing - - it's the only part that shows revision marks.
Governmental markups are damned hard to read & make sense of. I refuse to believe that even the people writing it understand it fully.

even currently exempt cars pre-'75 are supposed to retain full emissions equipment. if you get pulled over you still can get reffed with one of the old schools. i have never heard of it happening though.

So a petiton to do away with the death penalty in CA will make the ballot due to getting 500k signatures (unbelievable)...... Can anyone make a petition for anything? If so, maybe we should start a petition to do away with smog checks in ca......... or more realistically, make a petition to re-start the rolling 30 year smog exemption. I wonder why sema hasn't thought of this (if it's even possible).......haha

It sure would be nice if the smog exemption for 74 and older vehicles was to include 30 year and older autos. There are so few of those years on the road you would think it would be a no brainer to get that passed.

ca smog is getting more ****. beginning next year, poppos will monitor all smog test via on line camera or skype...its not too late to get rid if your non-smog exempt RX-7s. be sure to call me, i have free towing service for junk RX-7s lol

just passed emissions testing for the third year, no issues whatsoever.
car has a FMIC, T70 turbo, microtech LT8, fuel for 500whp, water injection and no emissions equipment besides smog pump plumbed to a bonez main cat.
it is still a sniffer test by the way, but a little more lenient than cali, that is the way it SHOULD be. enthusiasts would be more willing to mod the car and still keep the emissions within reason.
this engine is on its last legs also, with most internal parts now creeping over 200k on them, crying behind that larger turbo trying to cram air down their throat.
the board monitors our stations also with cameras and surveillance, but fortunately i'm doing nothing wrong and pass legally. as long as it passes the sniffer(where the car does most of it's driving) that is all that matters. tunable ECUs, big turbos, large injectors, engine swaps, there are no laws against any of it as long as the main equipment on the label is still on the car. cops do regularly pull over smoking vehicles though.
