CA Reintroduces Bill for ANNUAL Emissions Tests for Vehicles 15-Years & older
#51
would hate having to deal with smog every year, that another hundred dollars or whatever, plus the time it takes to swap all the smog stuff back on!
If Assembly Bill 859 fails to pass it it's not that much enviro-skin off their noses. You're CA vehicle registration just doubled in May 2009 anyways. Compare to the one in your glovebox. Arnold cut it in half to get into office. Epic fail.

Update, just received this in e-mail. Cut and paste:
Fellow automobile enthusiasts,
You had contacted me earlier this year regarding your opposition to AB 859, which would have increased the smog check requirements for cars more than 15 years old, adding new costs to collectors, while accomplishing very little in improving our state’s air quality.
I am pleased to inform you yesterday this bill was held on the “suspense file” in the Assembly Appropriations Committee, and is essentially dead for this year. This is truly a victory—but like a bad penny, bad ideas also return over and over again in Sacramento, so we must all continue to be vigilant in protecting our hobby.
In the meantime, I will continue to look out for the interests of automobile enthusiasts as vice-chair of the Assembly Transportation Committee, and I encourage you to contact me with issues of concern as they come up in Sacramento, and I am always open to suggestions on how the state’s laws may be improved to make things easier for automobile collectors, customizers, and racers in California.
Thank you again for taking the time to contact my office,
Kevin Jeffries
Assemblyman, 66th District

So I guess this is the right place to ask this question. I am moving to the Sacramento area around August or September. I currently live in Georgia where the emissions laws are....... I don't know if we even have any. Anyway I drive a 3rd gen single turbo with a big streetport. I know I cant drive the car around up there but will I be safe with out of state plates at least until I find a house and can park the car. Or am I screwed.

well if you have emission stuff for it still keep it the cops might make you go to a ref station if they wanna be an *** about it but i really havent had any experiences with cops and modded cars since i never had a car i wanted to do anything to before

So now I am sure that Im screwed. I have the 99 front end with no license plate mount. I have pillar mount guages, and the closest thing I have to emissions control is A/I and a turbo blocking my exhaust path. If I am simply trying to get it to my new place is the law usually pretty understanding? Also where are some sites that could lay out what the rules are for car modifications? I have this fear that Im gonna hit the state line and they are going to pull me over take my car, my license, and all my money. Will the out of state tags make it legit for temporary?

They'll tell you to mount that front license plate somewhere if they pull you over for it. But you have a while to fix it and have the ticket signed off and costs a whopping 10 dollars.
They aren't going to take your car, at the worst they'll write you some citations. Just don't be stupid, obey the law and you'll get where you need to go just fine.

Your out-of-sate tags should probably be fine so long as your "legal residence" is still GA - - that is, you still have your GA license & are insured there. CA law is that you need to re-register after you "reside" here, but the dividing line is a little fuzzy.
Front plate on even temp would be a good precaution, just to avoid the chance of a stop, as would driving conservatively.

The Rules for modifications are any aftermarket performance parts must have a C.A.R.B (California Air Research Board) sticker which comes with a little number on it. If not they will probably cite you for it. Of course this doesn't apply to things that don't change your emissions such as cat back exhaust systems, intercoolers, aluminum intercooler piping, etc.
