Angry CA Parking ticket: Previous Owner

The previous owner of a car I bought last year received a parking ticket In January 2010. I bought the car in April 2010. I just got my registration renewel and it shows that I have to pay for the ticket.
- I went to the DMV to have them remove it.
- DMV referred me to the city's parking violations department
- Parking violations department told me to go to the DMV

Has anyone else ever been in this situation? Or does anyone work for the DMV or Santa Monica Parking division?

You gotta pay for it at the DMV. After the fact, you should be able to dispute it with the parking violations department and get a refund if you're lucky.

Both places told me I shouldn't have to pay.

Funk is right, it's the DMV. Sucks. Santa Monica court stinks too. Good luck man.

If you have AAA, they provide some DMV services for you. I haven't visit the DMV since I became a member about 10yrs ago.
