Having Trouble on Finding Right Size Wheels
Does anyone have any suggestions on where to find some light weight 16x7 wheels with +30 to + 35 mm offset? I can only find a few such wheels around, and they tend to be over $200 a piece.

Define light. I just got some stock 16" wheels from an S5 TII and they weigh about 16 lbs a piece according to my bathroom scale and they're cheap. Look around the FS section for some or post a WTB, someone is always selling some.

5-lug. I was looking at some Rota Sub Zeros or Slipstreams, but only offset I can find is +40. Also, the slipstreams are about 13 or 14 lbs. I have seen some even lighter for under $150, but I can't remember what they were.

As you probably have found they don't exist. I had on order some Volk Gram Light 57C in 16x8 +38 or +35mm (not certain) for the car you might be looking to put new wheels on. The total shipped was right around $1000. Almost all 16x7 under or around $200 are going to be a generic +40mm offset. You can find a lot of wheels (every Rota) that will fit if you aren't dead set on your offsets of 30 and 35.
