Whether or not the law is enforced or not, you run the risk of getting a ticket for not having the front license plate. And while true that most cops don't really care, if you're worried about getting a ticket, just get those little plastic suction cups with the hooks. You can use those to hang the front license plate on the inside of your windshield. I believe that as long as the plate is displayed, you're in the clear.

actually, its not, i know of 3 people that have gotten tickets for having in there windshield...sometimes it works sometimes it doesnt, about the same risk of not having it on the front bumper....and yes ur very impatient

§ 502.404. Operation of Vehicle Without License Plate or Registration Insignia
(a) A person commits an offense if the person operates on a public highway during a registration period a passenger car or commercial motor vehicle that does not display two license plates, at the front and rear of the vehicle, that have been:
(1) assigned by the department for the period; or
(2) validated by a registration insignia issued by the department that establishes that the vehicle is registered for the period.
(b) A person commits an offense if the person operates on a public highway during a registration period a passenger car or commercial motor vehicle, other than a vehicle assigned license plates for the registration period, that does not properly display the registration insignia issued by the department that establishes that the license plates have been validated for the period.
(c) A person commits an offense if the person operates on a public highway during a registration period a road tractor, motorcycle, trailer, or semitrailer that does not display a license plate, attached to the rear of the vehicle, that has been:
(1) assigned by the department for the period; or
(2) validated by a registration insignia issued by the department that establishes that the vehicle is registered for the period.
(d) Subsections (a) and (b) do not apply to a dealer operating a vehicle as provided by law.
(e) An offense under this section is a misdemeanor punishable by a fine not to exceed $200.

Therefore, if you can convince the officer, prosecutor, judge or jury that the windsheild is indeed the front of your vehicle...then you are home free... if not.. then you will pay the price.

Got pulled over by a Sugar Land MC cop, who gave me a ticket for the same thing anyways. (actually, the first thing he did when he pulled me over was ask me where my front plate was. I said in the windshield. He looked up, paused, then gave me a lecture about how it was suppose to be on the bumper, centered. Did not bother to tell him to go look at Dodge minivans. Blind *****.
BTW, have you Houston guys notice HPD stopping people in low speed areas, like freeway underpass u-turns and downtown, I mean standing at the side of the road and waving people over?!!
They had cars lines up along the side of the road and going down the list one by one. WTF? Saw this at the underpass at Bissonette/59 and the detour street just south of Elgin between Fannin/Main yesterday and today.

Yes, this is a well known and controversial practice that has gotten HPD alot of heat. For them it offers a "surprise"attack and a cool place out of the heat for both officers and motorists.
These U-turn ambushes for HPD are designed to boost the enforcement of seat belts (state mandated increase in enforcment was just handed down) and other non-moving violations. The U-turn at 59 and Bellaire southbound is a hotspot of activity. Contact your local city council-person and complain, this is the only way it will ever stop, either that or someone gets killed under one of those U-turns.

What do you guys think about lobbying our honorable representatives to make an amendment where they can issue a 'sticker' license plate to go on the windshield somewhere instead of a plate on the front (sorta like how Mexico had sticker plates in the back window to go with the regular plates)?
Does not have to be a replica of the whole license plate, just the same sized letters/numbers on a shorter background (like the European plates), placed in the lower passenger side corner of the windshield maybe? I'd pay $25/year for this (I have the Texas State of the Arts plates already).
Not as nice as no plates as all of course, but I do not want to go to all the trouble and expense to shave my 99 bumper, just to have to put a plate up front again. Given that the 'one' plate law/amendment does not look like it will pass, this might be a reasonable compromise - plus it would add to the state's income. And those that want nothing up front can continue to risk getting pulled over.

From my understanding, it IS more helpful for law enforcement... for writing tickets. I took a safety class in Plano about year ago, and they told me they could only use laser on a reflective surface, ie license plate. Therefore, it's easier to catch someone speeding by bouncing the laser off the front licensce. That way they can catch you comming and going, not just going.

Wonder what safety tests were done with lazers to insure they can not damage any drivers eyes!
