it's more a percentage than that small of a mixture. start with 10% dilution and you can go about as high as 50% before the engine will really not like the lean mixtures. alcohol isn't as efficient as gasoline so it will begin to misfire due to lean conditions, benefit is even with the misfiring the lean condition will still be burning cleaner. ie 1 gallon of denatured alcohol to 3 gallons of gas in the tank is a 33% mixture.
i have had cars chugging away threatening to stall but still burning clean where before putting out as high as 2000 Hc/5% CO.

That's an interesting emissions test, in Ontario the limit for HC's is 66ppm for the hydro-carbons( couple of 13B rotary emissions testsheets I've had done and another one I've seen by someone else). Unless these measured parts per million are larger north of the border or the test guys were somehow f**king up with selecting incorrect engine specs somehow..... that's quit a bit more stringent then the 385ppm HC in the sheet above. This sparks some curiousity ...maybe your "this super tuner" may not work in that case? might be just easier/cheaper to employ the services of a "super crooked e-test station" instead.

so i think if he needed to get better results, he could add the airpump, retune and have HC's in the 20's like a stock FC.

yep, california is **** about older cars. standard i believe was low 100's for idle(110hc iirc) and even less for high idle(90?). but i've tuned cars that were single digits with a large street port and all the emissions components on the car. the emissions components really don't hurt performance all that much with the exception of the converters(10-30% drop in peak power).

i haven't had to do an idle test in a long time, which is good because its the hardest one. we're on the dyno test, which is really easy to pass, i've gotten some amazing POS's to pass, even a T2 with a bad engine.
the dyno limit is like 80 something HC's, 0.08 CO, and like 700 NOX, although it depends on the year of the car.

just to beat a dead horse, we put an FD on the smog machine the other day, its running a 99 280hp engine, turbos, ecu, downpipe with a stock main cat.
at idle, HC's were between 14-16, NOX was about 25, and CO was zero.
THAT is clean!
