PowerFC logs are in bar x100 so you didn't hit 19 Psi but rather 0.19 bar. 0.2 bar is 2.9 PSi
How much boost your turbo makes is dependent on your wastegate spring and your boost controller if you have one. If its only making 6 psi, then maybe you have a 6 psi spring in your wastegate? Other then that check for boost leaks, exhaust leaks, etc.

mine is seven lb spring... i can hit about 4 psi free revving... so i didn't know...
possibly the vacuum lines to the wastegate/ boost controller are mixed up too...

this is how mine is supposed to be hooked up for the tru boost. not positive that they are all the same but check the instructions on your boost controller if you have one..
and im not implying that you are stupid or anything... you probably have them hooked up correctly however everyone makes simple stupid mistakes sometimes...

i looked underneath the car and around the turbo manifold and theres a little black meaning carbon build up.. so maybe tiny leaks? would a tiny leak cause it to not spool ?..

Same as a wastegate leaking for spool, will significantly delay spool & limit boost like a lower set gate.

Unless your manifold is falling off, thats usually not the source of the problem.

im running a greddy type r wastegate.. it is old but i took it apart when i got it to make sure the diaphram had no holes or tears.. it seemed to be in pretty good condition..i squited soapy water when the engine was cold on the exhaust manifold and there were some pretty big bubbles .. so im going to retorque that and then see what happenes.. but im pretty sure thats not going to change anything.. how do you check spring pressure anyway?.. i just have one that it came with.. not really sure what it is.
