The best if not using an resistor box is the lowest you can get away with. For the bosch 1680's that have a resistance of 5.1 ohms a 1 or 2 ohm resistor will work best.
I have 4 ohm on mine, that's what came with my fuel system. I'm tempted to completely remove them, although I have plenty of fuel at this time so I have no real reason to.

You need to keep the resistance low enough so the injector drivers in the PFC don't burn up. Several of us have calculated out the required resistance in several other threads based on the peak wattage capacity of the injector drivers. Without getting into it all again (can all be found in a search) 6 ohms was deemed probably safe and 7 ohms definitely safe, which works out to 1 and 2 ohm resistors.
If you run a larger resistor then you need, all you're doing is slowing the reaction of the injectors and limiting the amount of fuel they deliver at a given duty cycle. At 100% duty it would still flow the same, but the safe limit is 85% duty.
