Right around 4-4500 I think, I don't really pay attention.
What is the recommended way to measure how quickly full boost is realized?
i.e. 3rd gear full throttle?

Depends upon your motors max. cfm output (port, etc). Usually 3rd/4th gear will flow enough air and produce enough heat to spin the turbo up for your particular engine.
Put the turbo on another motor and it will spool differently as well depending upon the motor's characteristics.

I made peak power at a low rpm, I wonder if that is because my carb is too small or the plenum isn't designed well.
I have heard that the Cartech plenum's were pretty restrictive.
