Vacuum actuator?

I've dismantled my Nikki carb, and kept most of the ancilaries off of it (chucked the rest). But I didn't really know how much of it worked at the time, so I didn't even bother to take notice of how it was all connected.

Now I have a question, does the diaphragm connected to the secondaries, actuate the secondaries via manifold vacuum, or does it just give a puff of air when they open?

I'm hoping to use this to actuate a second set of carbs for my secondaries, which would be a lot easier than any other method I have designed!!
