I gave your friend the benefit of the doubt and used 815 flywheel horsepower (~710 RWHP) and stripped 200 lbs. from the car. Car Test 2000 says top speed with all the factors you listed above (5th gear, 4.30 differential, 255/50-16) is 214.92 mph (8,328 rpm in 5th) with that horsepower. Off the bottle, I got 210 mph (8,145 rpm in 5th).
However, I tend to doubt the 215 mph figure for the bike, unless it is far from stock. The stock 'Busa tops out at 180-181 according to Car Test and all the magazine articles I've read. Even with 50 extra horsepower and different gearing, it's not going to go 215 mph. The coefficient of drag on the Hayabusa is 0.42. Unless you changed the structure of the bike, changed the gearing, and added quite a bit more horsepower, it's not going 215 mph. I think the bike owner has an over-developed sense of imagination.
At about 155-160 mph, the aerodynamics of the car take over and from there on, it should have been RX-7 all the way to wherever they stopped.

Trust me the bike is far from stock and the rider is far from having a sane mind!
How about over 350rwhp for the bike and stand alone ecu! I remember the owner of the bike commenting about the use of a Haltech Ecu because at speeds over 200mph the intake manifold pressure would actually turn positive like 2psi and the stock Ecu could not compensate for that! These guys take their racing serious down here and travel all over the country to take people $$$ and prove a point. Let's say every Sunday down here they do it on a one mile stretch where a friend of theirs with a calibrated radar do the testing.
Everything flies down here in Florida! There are Banchies turning 120+mph in just under 6 seconds in the 1/8 mile. There's another madman here building a moly chassis go cart to be powered by a Nitromethane fueled junior dragster motor!

Hood Hinge Recall
Hmm that hood shaking sounds pretty scary. I will never even try to go that fast...no reason. But I was reading a recall on 95's that said the hood hinges were defective or something. Here it is:
Recall Alert: MAZDA RX7
Owner Notification Date: 11/14/2000
Number of Units Potentially Affected: 16
Component Description: STRUCTURE:HOOD ASSEMBLY:LATCHES
NHTSA Campaign Number: 00E069000
--------------------------------------------------------------------------------
Description of Recall Campaign:
Equipment Description: Mazda Speed Resinous hoods, designed and sold as
accessory parts for model year 1992-1995 RX7 vehicles, manufactured between June
1, 1997, through September 19, 2000.
A hook on a hood striker for the resinous hood may separate from a base plate at
the welded portion due to insufficient welding strength. The hood may suddenly
open during operation, loosing front visibility, possibly resulting in a vehicle
crash.
Mazda will notify the RX7 vehicle customers to bring their vehicle to a Mazda
dealer to have the hood striker replaced with a modified one.
Owner notification is expected to begin during December 2000. Owners who take
their vehicles to an authorized dealer on an agreed upon service date and do not
receive the free remedy within a reasonable time should contact Mazda at
1-313-594-7778. Also contact the National Highway Traffic Safety
Administration's Auto Safety Hotline at 1-888-DASH-2-DOT (1-888-327-4236).

stock hayabusa tops out at 190ish, and they weigh exactly dick (not really, they're kind of heavy for a bike but you get the idea). Anyway, that Turbine Bike that was on ebay a while ago had something like 400hp and it did a Jay Leno verified 247mph. I'm not saying that the Hayabusa is like the Turbine bike, but the specs are equivalent (weight and drag, for the most part).
And 350hp in a bike is craaaaaazy fast, heh.
