spark plug placement:FC vs. FD

I was sitting here comparing FC and Fd rotor housings. It appears that the leading plug is placed higher on the FC housing.

If I set the timing at 15 on both housings, would there really be a difference in actual timing. Also whats the difference in timing split on both housings?

Which housing is the most desireable?

In the USA it's only different on the 86 to 88 rotor housings. The 84-85 and 89 to 93+ are all in the same location. On some 88 japan rotor housings(the one without the hole for the knock sensor)they are also the same as the USA 89-93+.
The change in location was done for emision purposes.
