NO! The easier you make it for the engine to make power, the more it will do it and eat up your mileage. You then have to adapt your driving habits to use less throttle.
Leaning out your AFRs and increase timing will do it but to be safe only for cruise.

I wish I was driving!
Think of a restrictive intake as a parasytic loss from engine power. By removing it, the engine now has to make less power, and thus use less fuel, to maintain a constant speed.
