You'd have a 5% chance of being right then. j/k Exhaust is free in IT. As long as the car meets sound regs and the exit of the exhaust is legal according to the GCR. What is your reasoning behind thinking that the exapnsion chamber would be illegal?

If the expansion chamber is designed "just right" for the rotary application, a negative pressure pulse would be presented at the exhaust port just as the port is opened. This is only effective at a small RPM band.
