You have two choices that should have been self evident:
(1) pull the PFC, check the pins in the 4 connectors to verify that none have backed out, check fuses that provide power to it, and reinstall the stock ecu and see if the car runs.
(2) swap yours with another PFC from another car and see how both cars are affected.
Of course you do disconnect the car battery when doing all of this?

Ok, good news for me. Im retarded!
Story: Turns out, you need the EGI solenoid to get power to the ECU.
Note to self: look at wiring diagram more closely. Distinctly shows EGI as a fuse in the ECU system. Duh....
More good news for me: I got my wiring problem figured out. Both plugs on at the ECU need the BR/B wire, or the sensors show as not working correctly. Hooked that up correctly, and guess what? Car fired off after like 3 cranks. After 7mo of down time, that felt great.
Idles so nice with the PFC, with just a slight backfire, but its still going through its learning cycle. Pulling good vacuum, fuel pres. is right around 34psi at idle, and water temp is ~170 at idle. All within spec, I believe.
And last bit of info that does not pertain to this forum, only problem so far is a slight coolant leak around turbos (they are steaming), a drip at the T-stat housing, and worse, a very miniscule drip at my barbed T fitting in my fuel line. That will be recieving immediate attention.
