PFC and FC Thermoswitch

I installed FC thermoswitch, but fans come on at same time 99C. Does the PFC over ride the FC thermoswitch? Or do I have a bad fan relay?

The thermoswitch is a direct circuit to the fan relays - it grounds one of the relays, making the fans switch on. The ECU has no control over that circuit.
