Power FC PAC issue

PAC issue
Ok I have an idle problem whenever the PAC is on. In the commander documentation it says its the port air control. The only thing I can find in the service manual is port air bypass solenoid and the port air check valve. Well I unplugged the port air bypass solenoid and I still have the same problem. Like that PAC on the PFC isn't the port air bypass, so I guess my question is what is this really controlling? I also disconnected the switching solenoid since it appears to be what allows the air to be directed to the port air section according to the diagram in the service manual but that didn't help either.
I would get rid of this stuff but I need the airpump for my cat/emissions.
So when the PAC is lit up on the commander what does it think is on?
Oh and this happens with my stock ECU too but since it appears to be related to when this is lit I figured I'd post it here to help find my problem. And when this is lit I loose a good 3inHg of vacuum.

Figured it out. Whenever the relief 1 solenoid is shorted is when the PAC light comes on. I think I am going to just run a hose straight from the airpump to the cat and jus block off all the acv stuff.

Just wanted to give a correction. Its not just when the relief solenoid is shorted. Something else must happen too but I am feed up with the ACV so i am not looking into it anymore. Its getting yanked.
