Power FC High To Low RPM

High To Low RPM
I have done a search and although I did not find anything that fits my problem exactly I am more confused than before!
Problem
When over 3500 rpm in any gear and I put the car in neutral it nearly dies, ie the revs fall to 500rpm before going straight up to 1500 where they stay untill the car is fully stopped
This is quite dangerous as if it dies while I am rolling with 50kph+ I will have no breaks
Your advice is highly valued as no one here really knows anything about the Power Fc

There are three things you can adjust until you get it working the best. It might take a combination of all three.
(1) PFC change of the fuel cut off points. Raise the value a couple of hundred RPMs. This affects when the injectors are turned back on when off throttle.
(2) idle speed control; PFC change, or throttle control using the two throttle adjusting screws.
(3) adjust the (crap!!, I forgot the name of it) thing that slows the throttle when it is closing. It is a green thingy with a white rod sticking out of it. It is located on the front side of the throttle body where the linkage is.
