Help no boost control

I have been havent boost problem ever since I upgraded the Twins to the Efini and replaced vaccum hose with silcone. So as far as I know the so called Pills on the stock vaccum hose is no longer there. When the car Boost it seems it has no control on boost and would overboost. Thats with the Stock ECU, so I just drive the car and watch my boost with my gauged. So I have bought the POWER FC hoping I could finally control the boost and can WOT the car. But I think im wrong or the POWER FC hasn't learned yet cause it still overboost with no control. Please help. How long does it take for the POWER FC to learn? Or do I still need the Pills back to control boost? Or silicone hose is kinked or bad solonoid?

Also has anyone had an experience when you swap the stock Ecu to the Power fc the Idle would bounce from 1-1.5k once you up the rev and going bck down to 1-1.5k it would bounce for like 5-6 times before it settles in? Or is this how the power fc learns the frist time or when it is reseted? I have been told the adjust the some sort of IDle screw on top of the throttle body to compensate for the Power Fc, is this true Or should I not touch the Idle screw and let the power fc learn?

'99 spec turbos should have built in restriction (no pills necessary) unless removed (used turbos). Make sure the pills were not added also and that the silicone hose is not kinked somewhere. I hope you used good thick silicone because the cheap thin stuff is worthless. Without any restriction you would only get about 8 psi. The '99 spec turbos are set up to run higher boost and better flowing mods (intake & exhaust) will raise boost even more. With the stock ECU the only choice would be to drill out some of the restriction in the '99 turbos or add a boost controller of some kind (search). The PowerFC can controll boost if set up properly. The PowerFC comes set up for higher than stock boost but it can be turned down (or up) with a Commander or Datalogit. There are also wastegate (both turbo boost control) and precontrol (primary turbo boost control) duty cycle settings. You need to do some searching and reading.
