That means the cylinder has nothing it it at all, just air. Therefore no bang, and rev limit.
This is why revlimiters aren't 100% accurate - they'll go over by a tiny bit.

The laptop I'll be using is XP, but a 9x version would be nice - I'm sure many people are using cheap low-end laptops for tuning. That's definitely a good idea if it's not a huge amount of work to adapt the program to old-school .
