I am looking at a fd on ebay with a rebuilt engine and a pfc.The owner says the boost is set at 8-8 13 .I always thought it should be 10-8-10 .The seller said it was set that way to make a smoother transition to the second turbo.Is this a bs to hide the fact that the turbos are going bad? He said when the motor was rebuilt the turbos were checked out and they didnt need any rebuilding. Perfect stock turbos with 60 k miles on them,is it possible?

What affects a smooth transiition is the middle value which lasts a very short while when the 2nd turbo comes on line after prespool.
10-8-10 is not ideal as boost actually drops 2psi for a bit than has to catch up back to 10. This causes a slight loss of power.
10-12-10 is the opposite with a boost spike inbetween which can cause loss of traction especially when the road is wet. Performance wise it is better than 10-8-10 for drag racing but not for road racing.
8-8-13 is not ideal either but of the three I would take this one as it would net higher HP above 4000rpm where it is really needed the most. You only use below 4000 rpm in first under racing conditions.
If you drive your FD like a truck, disregard the above and go for 13-10-8.
