You should contact the local CA smog referee and simply ask them this question.
I would like to put a turbo diesel in my LandCruiser for better fuel economy and more power. Not sure how legal it would be.....

If interested in a swap I recommend swapping a VW 1.9 td or tdi motor. Great little motor and GREAT fuel economy. I just bought my motor today and hope to start fabrication of mounts within the month. I'll update my thread in this section as soon as I make progress

just to update the original thread:
Yes you can do this, the smog ref will confirm only that the engine is diesel. There are no smog check procedures even if it has smog equipment (some mid 80's Mercedes models have a cat of some kind and most have EGR).
Also, the engine can't be out of a different class if vehicle, so now very large truck engine in a car or small truck I forget where it crosses, but its something like 10000LB gvrw
