smaller scale fix, more or less for reused but still good housings as a preventative maintenance but i do like your idea, assuming the sleeve doesn't warp under the heat and cause gap variations or coolant to get under the sleeve and push around the bottom side of the seal(probably not likely, its path of least resistance is across the single face between rotor housing and seal).

another thing you may consider in addition to the pins is adding a few full length titanium studs through milled tension bolt holes. i am going to be switching from dowels to oversize studs because it just seems more logical than a hollow pin. the pins will bend under much less stress. the rods will be pricey but you should only need 4 with the pins in place as added insurance for that long block, depending on your power goals.

Im studding this engine (using trough bolts with double nuts where its possible), i find it easier to machine than pinning, i also dont like the idea of removing the amount of material required when pinning.
im having an A series middle iron so wont shoot for monster hp, just want it reliable.

The rack and pinion from escort mkII is about 600mm pivot to pivot, the rx3 is 510mm which means i need to shorten the rack 90mm..
Disassembled
Cut 90mm, made a new thread in the lathe
Just need to line it up and weld :-)

Rack mounted
Picked up a steering column at the junk yard
Waiting for a new steering joint but will probably need to angle the rack down a bit to clear the motor.. Otherwise it will work!

some work in the lathe
im not super happy with the length of the adapters since it creates some twisting forces, i will modify my control arms to be able to lower the balljoints 15mm to compensate some.

Havn't updated in a while but that doesn't mean i havn't been working :-)
Got my self a proper lift!!
Front subframe 99% finished, struts now has the right length, steering is working and rotors + calipers is mounted
made a rear motor mount
I wanted some more caster so made new mounts in the strut towers

I too have an rx3 that has been sitting in my parents farmshed since 2002.
One of these days i will get around to finishing it. Unfortunately it wont be getting the treatment yours is getting lol.
Appreciate the awesome thread, keep it up.
