I contacted Kent PD and received this email from Sergent Pat Lowery:

Colin,

Thank you for your recent message and the head's up on your coming event. Sadly I must advise you that we are unable to fill your request for traffic control on November 12.

It is the policy of the Kent Police Department to not interfere with the normal, regulated traffic conditions of the community absent a unique circumstance. That circumstance is present when:
a traffic plan, consistent with the Manual of Uniform Traffic Control Devices requirements, is presented to and approved by the City traffic engineers office,
a liability binder or insurance policy is secured in accordance with the direction of the City Traffic Engineers office, and
certified traffic flaggers or police officers are utilized to facilitate the traffic plan.
While this may seem a cumbersome process, please understand that State law requires these prerequisites when establishing traffic control for all but emergency circumstances. I will notify my traffic officers working that day of your event, and request that they be present, as calls for service allow, to ensure the safe passage of your participants. I would also ask that you remind your participants of the need to obey all traffic signals and laws at all times during the event.

I wish you great luck with the toy drive, and safety in your run.

Sincerely,
Sergeant Pat Lowery

As soon as I hear from Olympia PD, I will popst their response here.

wow that sounds kinda crappy somewhat of a
"we can't help ya, but if you do something slightly illegal there will be 3 cops there to bust ya"

Oh well at least we tried, and if we can relay this message to everyone we should be fine and not get a "race" like last year

They should be there, and I suspect once they see the amount of cars there, they will have to take control. I emailed Sergent Lowery a response to his email to me and said that I was concerned about the large number of cars coming onto the surface streets. I also CCed it to 3 other people he included in his email to me. They will know whats going on, and once they realize what kind of crowd we expect, and the time of day (traffic wise), they will guide me to have a meeting with city engineers to get a definate plan going. I know the route, but that must be in great detail and sent in to the city traffic division beforehand.

This will be my first time setting this plan up (if it comes to that) and might take some time.

I heard from Olympia PD this morning. Jim Partin told me that it is expensive to hire an officer which we could have to pay, but mentioned this to me as an alternative route in Olympia. He also mentioned on the phone that Issy's MUST be notified and reserved for our group ASAP. He said that Pacific is very crowded on Saturday's and if we split the group in two, we can go the back way to get a faster route that is not as conjested.

Colin, if you split the group in two I think they will be able to get to Izzy's a lot easier. Have half take the 109 exit which is to Martin Way off I-5. At the light turn right and stay on Martin Way until you reach Lilly Road. It's about a mile to Lilly Road, at Lilly turn left and Izzy's will be on your right as you go over I-5. The other half should take 107 the Pacific Ave. exit.

Well that is a bummer. I think that when this gets rolling and we start getting people that are reserving then they will see that escorts are needed. Do they understand that there are only going to be 15mins or traffic interruption.

Ask about the toy run that the motorcycles do in Lacey. There is to rumored about 5000 bikes and I heard that they get police escorts. 5000 to 200 is a little span but if you think about it 4 bikes can ride in the space that a car occupies. That is the equivalent of about 1250 cars.

I will be emailing both again, to keep the two updated and see if they realize how big this is going to be. I said 200 cars at a minimum, but suspect there will be more. Jim Pardin did wonder if the parking lot can handle the 200 cars, plus the normal traffic. I am going to link them up to the toy run page to their email so they can look at the whole situation.
