yeah rebuild was my thoughts but rebuild kits cost an arm and a leg to get.... Im pretty sure he said springs, i need him to show me because i don't really believe it either even though i want to haha.

I could stop right there and not read any further to already know what my answer is, "no". Save your money for a REAL coilover and not a sleeve over kit.
The title of this thread says "Drifting Tire PSI" so i assume you want to drift first and then do other things like drag or autocross. If that's so, never ever waste your money on, "springs and struts". Yes you can drift on a small upgrade like that but you can drift on stock stuff too. Save your money for the right parts.
