can i register my car to my home address but out of county?

so anyways, i just bought my 91 gxl a few weeks ago and still haven't registered it to my name or anything. i live in clark county (wa) where they do emissions testing. i know i could register the car to a friends house outside of clark county and not have to bother with emissions, but i heard of a friend that just went to a dmv outside of clark county and registered her car to her home address and didn't have to worry about it. would that work? i can't take her word for it because she's kind of a dumb bitch. i don't wanna have to **** with emissions with a rotary if i can avoid it.

anyone have any suggestions?

as far as I know by law your required to register the vehicle in the state/county that it is driven most. So if you live in Clarke county, but work Monday through Friday in say island county. Then register it in island county as there is no emissions there. Both my cars are registered in WA through Oak Harbor and my "legal" address is in Colorado.
edit
okay so after posting I reread your post. I think you have to have a physical address were you want to register it. I'm not sure if PO boxes count, you can always check online at the wadot website.

PO boxes do not count. If you have a friend that you doesn't mind getting registration tab renewals then it should be all good.

OFF THE wa DOL WEBSITE

Washington residents are now required by law to have their primary residence street address on their vehicle’s registration record. You may also indicate an alternate mailing address.

in short your vechicle is suposed to match your physcial address on your licence.
this is recent probbaly went into effect 4-5 years ago.

but i still have seen people getting away with them not matching. So it might be hit or miss weather the dmv person cares about doign there job " correctly" by ******* you over or not...

so yes change your adress to a freind u trust, but make sure u put the mailing address as your correct one. so your titles ect go to the right place!

I live in tacoma in pierce county (which has emissions) but i register all of my cars to my parents address in mason county (no emissions). I guess it helps (kind of) that my license still has my parents address. whenever i get pulled over they lecture me about changing my address but they never actually do anything about it. Ive never had to worry about emissions.

I registered my 90 t2 at my cousin's place in Burlington and was able to get away with it. License address is in Seattle.. I guess it is truly hit and miss...
