Wiring Harness Pointers?
I have been looking at photos day and night trying find out where these wires go to they sprout off the wiring harness the owner before robbed parts and cut wires as of now im not getting any power to dash or anything so i hope these cut wires are the reason why

The chopped off wires appear to be the + leads that run from the positive battery terminal (and potentially the alternator B-post) to the fuse block. They would have ring terminals on the end, and go to the side of the main fuse facing the front of the car. If there's no power to the fuse block, nothing will work.
I would suggest tracing these wires before connecting them to anything. Put a multimeter on the + battery cable and check for continuity with the 2 hacked off wires. You might also just consider a replacement harness.

I see the problem.
The wires are for Battery + and the alternator...you don't have any power at all as the battery is not feeding anything,
Strip the harness and redo it.
What is the big red wire for(or is that a hose above the strut tower)???

The harness on that side of the bay is small, and called the engine (E) harness. This is not to be confused with the engine management (EM) harness, which connects all of the sensors to the ECU. The engine harness has connections for the battery, CAS, starter and transmission switches.

as long as you have the CAS hooked and Trans switches, oil sender hooked up,the rest is power wires.
Your main power goes off the battery splits and goes to alternator and the fuse block..
Off the fuse block(80 amp fuse, other side) it goes to the starter.
In my opinion you do not need to replace the harness. You need to get power to the alternator and fuse block.
That is from what I can gather in your pics.
This is why I say strip the harness down. That harness is a "subharness" of the Big *** EM harness. It is not really complicated at all.I just re-did mine as I hated what it looked like, all covered in Gunk and oil residue,so I can give you pointers as to where stuff goes.

Peel back that harness that is cut..Get the wrapping off of it.That is the ONLY way you are gonna find out the damage.
Get dirty!( it's gonna be gooey...)

If you see that the wire is NOT cut to the starter then Yes you can stop unwrapping it.
The point I am getting at is IF the wire is already Cut,and it is 20 years old, isn't it time for some GOOD wire to take it's place?
If you put a splice in a 20 year old wire then you are just asking for crap to happen down the road.
Case and point: I had trouble with the battery losing juice quickly when starting.I replace Just that harness that you are working on,and I can crank for a good half hour now..

The wire attaches to the starter by a 12mm nut,so that shouldn't be a problem to get off.
If you can send me pics (misterstyx69@hotmail.com) I can tell you where to hook up the wires.
If your battery is still up front(not relocated) then the wiring is simple.

The only thing (from the picture) that your missing is the terminal. As Misterstyx69 said, all you need to do is replace that to get it going. Point being, if that 12" of wire with the terminal weren't cut off you'd be in business. However, the fact that it's damaged and old and a repair job will be shoddy at best, replacement is the best course of action.
