Power before it breaks? 160HP or 200HP, depending on the year of your car...
Seriously though, I don't understand the question. Engines break at stock (and below) power levels, they break when modified.
Then key when modifying ANY engine is to do it correctly. For the rotary, that means proper engine and heat management. If you want a powerful and all around reliable 13B that will result in a fast car, then 400HP will do the job (either at the wheels or the engine).
A street port is probably the best bet for primarily daily driven use.
