I am assuming you have an S4 N/A?? Tower strut bars are useless for a street application car. A nice set of struts and springs is a good improvement for an N/A. KYB, Tokico, or Koni's are all good, it just depends on what you can find for prices. Racing Beat springs are nice as well, but look into the suspension package Racing Beat offers...springs and front/rear sway bars.

I have racing beat springs with Tokico blues on my 86.
The 88 has KYB adjustables and Tanabe Grip force springs.
The 86 is more comfortable and sits a little higher even though the springs sets are both -1.5".
The 88 seems to stick to the road better and has less body roll.

im buying tein springs and kyb struts from a friend that since before he wanted to sell them said that he wore by that set up. hes only sellin them cuz hes getting a different car. but he said there great.. i dunno just a suggestion

If yuo r looking to be faster u should go with Koni struts and run new OEM springs this will allow u to get more traction but if u just care about looks and handling go with the best price spring u can find and allways go with Koni struts they work great and last long.

Unless you are super in tune with suspension, you won't really notice a difference between all of them. If you are looking at both street and racing your car then go for some adjustable shocks as they will go stiffer then a non adjustable. If you could care less about actually racing it then stick with non-adjustable. Either KYB or Tokico Blues will be the best bang for the buck. You can get them on Ebay for pretty cheap.
Springs are sorta whatever, you have high quality ones and low quality ones but they all get the job done. If you don't care that much about it then focus on what size drop you want. Its a good idea to score some springs from the for sale section of the boards.
Anti-Sway bars: Note...this makes your car STIFF. In my opinion purchase only if you really really really care about the car's handling because you will notice every bump in the road.

I had the RB suspension package with a set of adjustable endlinks and Tokico Illuminas - was a great affordable set-up for autocross and daily use
Take a look at www.shox.com they have some good prices and often sell matched Tokico spring and strut sets.
Corksport sells a decent strut bar set that are essentially Cusco knockoffs.

Agree with Fab in as much as you need to decide what set up is best for your driving needs.
Having driven a number of RX's with different suspensions on twisty European roads I rate very highly the racing beat springs and the adjustable Koni's. People may guide you towards Coilovers, which in my experience are great on the track but too hard and skittish on the road. Each to their own.
