Need help identifying extra ground/battery cable?

I've just finished doing a bit of work on my 83 RX-7 (carb rebuild, fuel pump, fuel filter, new fuel lines, spark plugs, distributor cap, emissions hoses, battery, etc...)
Anyways, although the car now runs quite strong, after a few miles or so, my fuel will cut out and I'll stall. What's strange about it is that my fuel pump will still be running, but little to no fuel will come from the line in the bay. I also have issues with most of my gauge cluster. Anyways, upon further examination today, I have found two things that seem quite odd. A cut line running from my negative battery terminal and some sort of detached wire and button mounted under my dash. Although I'm new to the RX-7, is this maybe something linked to my fuel cut relay? And is that cable from my terminal a ground? (It's the cable with the yellow stripe) I'm assuming it would go to the block? Any assistance would be much appreciated. Thanks!

Yes the negative is the cable with the yellow stripe.
Now,as far as that button is concerned it could be a Bug's Bunny Death Ray(Marvin said his gun was stolen!) for all we know,so the best thing to do is try to trace it.
When people put on "band-aids" to alter the stock function of the parts on the car,God only knows what it is for and that can't be searched on the internet,unfortunately.

My question then is this. If there are two negative cables running off of my battery, where does the yellow striped one attach? That cable currently attaches to it's ground on the strut tower, then continues another 8in or so and then is just cut and hanging detached. The other cable running from my negative terminal goes straight to the starter and is grounded on the appropriate ground screw.

Buy the workshop manual or the cheaper one from Advanced Auto. The have an electrical section that pretty tells you every single wire and the complete wiring schematics are in the back. Good luck.

I have the Haynes manual, just was having trouble finding that ground in it. Anyways, I've now got it grounded to the firewalll and now all of my gauges seem to be working (minus my still finicky tach). However, this still hasn't solved my fuel issue. I have a new pump, new filter, and I always hear the pump running consistently. However, after a short distance of driving, my fuel either stops, or dribbles very slowly and inconsistently. The gas is new and so is some of the fuel line. Any ideas? I've kind of hit a wall.
