My 1.3 NA F/C Adventures

So I bought this car a while back off my brother who had absolutely no information on the car and it wasn't running. It sat dormant in his garage for 8-9 years. Has around 167,000km on it. I drained the fuel, replaced the fuel pump which started smoking when I connected to a power source to test it, replaced plugs, changed oil. went through the "advanced recovery method" or whatever it's called using a small amount of trans fluid in the spark plug holes to lubricate the seals. And what do you know, it fires up. So I replace the spark plugs because the old ones are now fouled, filled it with gas and changed all driveline fluids. Replace the master cylinder because it's puking fluid everywhere and bleed the system So I have it up and running for quite some time, addressing small things as I go along. I eventually decide to register & insure it. That day, I decide to go for a drive, now that I can legally, and it refuses to start. Crank, no fire. on the initial cold start up, it has a moment where it just about fires but then just continues to crank. This was maybe a week after I had it running last. battery is brand new too. I eventually flooded it obviously so I went through the procedure I found on here to restore it. Nothing. Winter was quickly approaching so I decided it was a Spring job.
So I'm back at it now and I drained the fuel tank, changed the oil (I was using Pennzoil 20-50 Mineral) and by recommendation from a car guy I no longer trust I dumped in 10-30 Mobil1 Synthetic. Now I realize the mistake I made. I have not yet tried to start the car as I have removed the fuel filter due to the fact it hadn't been replaced in at least 10 years. I was hoping it wasn't firing because of the filter being clogged so I cut the filter open but it honestly didn't look that bad. Now I'm concerned as to the reason it's not firing. I have not yet tried to start it because I'm going to drain the oil again and use 20-40 or 20-50 mineral oil. I've yet to decide on that. I also have new plugs again and new wires.
The other thing on my list of stuff is a coolant flush and I'm unsure to the fluid I should be using. I was recommended Phosphated OAT Pentofrost A3 Prediluted "For Asian Vehicles using "BLUE" Antifreeze" but I'm not sure if it's safe to use after reading up on coolant recommendations on here. I am a Ford Trained Technician and Motorcraft Specialty Green would be easy for me to acquire if needed.
Basically I have a couple questions. Keep in mind I live in Western Canada. Alberta to be a bit more precise.
1. Is the Mobil1 10-30 synthetic safe for a season or should I switch it out with mineral 20-50 right away? I've read multiple threads on here about oil weights and brands but I'm still unsure. I most likely will not drive the vehicle in the winter if that factors in.
2. Is the coolant I purchased suitable for the vehicle? If not, it's easily replaceable.
3. What grade fuel should I be using?
4. Any insight as to why the car won't fire? I've learned a lot about rotary engines since I bought this car but it's still new to me.
