So I’m rebuilding this 13b Rew and I pulled off the front cover and see this! Is this normal? Has this engine been opened up before? How can I get this pin out?

goodness..... get a pick or something thin that you can hammer. stick it inbetween the key and the eshaft. it looks like theres a little bit of a gap on the bottom side. as you hammer, the nose of it should pop outwards. when its out enough, use the same pick and lay it under the nose. youre going to tap the key downward as if you were putting it back to its default position. in doing this, ideally, the *** of the key will then rise. repeat this process until it comes out. so basically rocking it like a see saw until it walks itself out

I don't know anything about the e-shaft so, take this with a grain of salt. Does the key in the keyway is has the ability to slide up and down if you hit is hard enough? Cut a good sized notch in the key and get a chisel. Carefully hammer on it until it comes out. If the notch disappears, make another. Then buy of have a new key machined or buy a new key.
That looks pretty chewed up, I am curious what happened to it.
Edit: If you have a thin piece of metal or two, slide it between the key and the shaft if there is space. That should keep the key from sinking back into the shaft, use some lube too.

Someine put the key in the front of the e-shaft in sideways- its not quite a square cross section.
Get a new key.
Rest of parts should be fine.
The front pulley bolt holds all that together tight, so the tiny bit of radial slop (normal) in the counterweight, oil pump drive sprocket and OMP drive gear is not an issue once clamped at 90ftlbs.
