All that you have to do though is take your headlight motors' fuse out, and adjust them to the desired height by turning the **** bellow the car. It's in the main fuse box under the hood.

if you have an FC you dont need to change anything. you have 2 ***** one that brings the headlights up and turns them on and the other smaller **** right above it will pop your headlights up with out any lights on. all you have to do use that know flip them up and turn the know just enough that they start to go down and stop them and keep the **** in the middle. it takes some practice. but you can stop them from going all the way down this way and get the sleepy eye mod.

i know with my miata they made a kit to have two smaller lights (1 high and 1 low beam) and the doors would only open about half way, looks awesome! but expensive, any thing like that for the rx7? i dont see why someone would to the "sleepy eyes" without it, the headlights would point down...

Assuming you're rocking an FC (dunno much about other gens), there's a stopper that controls how far down the headlight goes in the "closed" position. I'm not sure if adjusting it so that it only goes to the lazy-eye position would be destructive to the headlight motors or not, but it might be worth looking into (that way you'd have a functional upright position with the switch in the upright position, and sleepy eyes in the down position.)

Google Pivot Variable Pop-Up Headlight Controller. Adjustable from 20% open to 100%. There is a discontinued model that had a engine compartment temp sensor and indicator. They sell for around $100.
For those who don't know this mod actually served a purpose on the track before it was adopted by the ricer scene. Opening the popups can direct cool air into the engine compartment, the downside is it increases drag. By opening the headlights slightly you can still get most of the beneficial cooling without the aerodynamic disadvantage.
Driving around or parking with your lights half open = RICE
Setting your lights half open for a trackday or drag race = functional performance mod = not rice
