Ok so what engines have the water seals in the irons and what ones have then in the housings? And does it change from N/A to Turbo?

It looks as if s4 N/A's have then in the irons and s5's have them in the housings? But what about the turbo engines?

Only 12As and Renesis engines have them in the rotor housings, (unless there is some old school engine that I'm forgeting, dunno about 10A and such). So yeah, any FC has the coolant seals in the irons, and not the housings.

And they don't change for turbo/na.

12As and Renesis in the housings (according to Stanello)
13B, 13BT, 13BRE, 13BREW are in the irons.

Ah, you have a Series 3 I believe, from a 1st gen. This apparently also has the seals in the housings.

Wow how do I end up with this stuff. First I find a 75 13b then I get some weird 3 series engine whats the odds.

So what years were these 3 series engines used? What were they in?

1st gen RX7 GSL-SE Models had 13B's.

This is what I think you have.
