Hesitation and 4-5k RPM

My 13b was just rebuilt and needs to be broken in. But I have been having issues with acceleration. I have tried everything I can think of to try and get rid of the studdering and hesitation when accelerating. When revving to about 4 grand the studder occurs and the car won't go above 5 grand even floored. I pulled the spark plugs and they are black from burnt fuel I presume. The only 2 things I can think of that could be wrong is that my furl/air ratios are off and its way too rich, or my timing is off. I will be getting my friend to come over and fix my laptop connection issue to the microtech ecu today or tomorrow. Do you guys have any ideas as t why my 13b is doing this???

Running a standalone, it could be a number of tuning related issues. Get the laptop hooked up and see what's going on. Black soot on the plugs indicates fouling, which can be due to overly rich mixtures. Fouled plugs will not fire properly, and can cause hard starting and hesitations. http://www.spark-plugs.co.uk/pages/t.../diagnosis.htm
