Walk into the nearest MOT office and pick up the pamphlet.
While BC may not be exactly the same as Ontario, in Ontario it's easy. Prior owner needs to sign the ownership over to you. You walk into the MOT office with some money, a safety certificate and emissions certificate (if applicable). You sign some forms, show them the certificates and proof of insurance, and then you get a new ownership and some plates.
