Am I getting scammed?

I mentioned before about a first gen Rx-7 that a kid at my collage is selling. its a 1984 and it currently doesn't run. The owner says the engine starts but the fuel just isn't getting to the engine. It has a hood scoop and spoiler welded on to it and the hardtop is missing. He's asking $2700 for it, is that a fair price?

I mean, you're not getting scammed if its an actual car and you receive it. You may be getting ripped off. First gens do not have convertible tops...

If it starts the owner should be able to demonstrate that with starting fluid. If not, then it's a non-running engine. You could also get a gallon gas can and a cheap electric fuel pump and make it run.
