It's Flooded.
Many threads you can look at on that issue.

By the way please be aware of where you are Posting as this post WAS moved to TECH from "how to use the Site" section.

I had the same problem and i was very concerned at first as well. Remove the EGI fuse and crank it over for 5 seconds, wait 15 seconds and do it again 4 or 5 times. DON'T step on the gas and make sure the battery is charged. After that, put the fuse back in and give it try. That worked for me. and I hope this helps.

Ya I am 99.99 % positive that it is just flooded..
The question is How sure are YOU that it's a bad Apex seal?
If you want to not try to deflood it and tear it down, spend 2k and then find out that it did not need it then by all means go ahead!

You don't get enough compression when it is flooded and that is why it sounds like an winding up airplane and not a "chugga, chugga, chugga"
