they did nothing for me in NY, its actually worse because its annually instead of bi-annually.
I know your state your supposed to have another car in your name that is a daily, and you are not to be driving the car daily, only for shows and what not.
They sort of waive the emissions testing, but if you get pulled over by some cop that notices you driving around alot he can give you a ticket. If you get the car inspected then thats one less ticket.

I have them on my RX-7 with no issues from the cops. No emissions and thank goodness because I am running no cat and no emissions equipment on mine. I also have an old Dodge pick em up truck with the same plates.

Yeah no inspection or emissions. My SA has historics and I drive it daily with no issues. The only requirements is the car isn't supposed to be a dily driver but but it's usually not enforced too well

State of MD laws.
if the car model is no longer produced, historic tags can be gotten after 20 years, otherwise its 25 years. RX-8 counts as a different model than RX-7 (DUH).
The car cannot be highly modified from stock condition. if you have it fully decked out, legally it is to be registered as a "Hot Rod" instead (nobody really checks, just dont drive it everywhere with all the body panels removed)
Historic vehicles are supposed to only be driven to/from a mechanics or show, with some light cruising, not to exceed 5000 miles a year. 99.9% of cops could care less about the first part of the last sentence. the mileage part only really pertains to insurance as thats who would be checking it, but we're smarter than that and insure it as a normal car instead of historic.
No emissions or safety inspection is ever required once it is up for historic plates.
Short and simple: tag it historic, insure it as regular, drive it daily
I actually had a cop ask me how long until my car was historic so i could tag it and remove the "restrictions". I didnt have the heart to tell him they were already gone on mine (yes it still passed emissions, but BARELY)

Previously, it was 20 years if it's no longer produced, 25 otherwise. I could not get historic tags on the AE86 because it was called "corolla" until they changed the law.

The actual words of the law are: (from the MVA website)
"To be registered as a historic vehicle (class L), your vehicle must be 20 model years old or older and must not have been substantially altered, remodeled or remanufactured.
A historic registered vehicle cannot be used for general daily transportation, or primarily for the transportation of passengers or property on highways. It can only be used in exhibitions, club activities, parades, tours, occasional transportation and similar uses. "
Occasional Transportation is sufficiently vague that it's hard to enforce.
The rules for "Street Rod" are different:
"To be registered as a street rod (class N), your vehicle must:
1. be 25 model years old or older; and
2. have been substantially altered from the manufacturer’s original design.
A vehicle registered as a street rod cannot be used for general daily transportation, or primarily for the transportation of passengers or property on highways. It can only be used in exhibitions, club activities, parades, tours, occasional transportation and similar uses."

if you are going to drive a **** box with historic plates and drive around like a douchebag then expect a load of tickets, because its ASSUMED you are respecting the laws put in place to help people with older cars who show and use them once in a while.
Your local police will notice your plates and say "this clown has had this car the same way for a few months and he drives it all the time, I think its time to put a stop to this"
