I share your pain man ... as my 93 is failing here in AZ. It seems like mine is running a little rich - mind you i just put in a JDM engine. The only mods I have on it is a HKS downpipe and a N1 dual exhaust... still trying to figure it out...

words of wisdom is always welcomed ....

so you can do two thing for now.
frist just pay 30 bucks every time for a rejected sticker till next year.

i allso heard that if you can prove you spent x amount of dollars to make it pass they have to let it if you still cant after spending x amount of dollars trying to get it to.
Is this law confirmed or pending?

^ I've heard this before too, but I'm not sure how to know for sure. Internet searches don't pull up anything on it, but who knows?

There's a meet on the 30th? where's the info?

MA MA Emissions - From the RMV

I realize this thread is old, but I thought I'd provide an updated answer, since I needed to check it out for my FB project. The below information was copied from the MA RMV website today. Based on this criteria, I don't need to pass the OBD emissions test. I can't have visible exhaust smoke though.

So I have two new questions to answer. 1. Will a newly rebuilt 12A with a Sterling carb, but without porting, without rats nest, and without catalytic converter produce visible exhaust smoke? 2. If I do have to keep my cat, I know I also have to keep the air pump also, but would I need to keep the whole rat's nest?

What vehicles need to be inspected:

All vehicles that are registered in Massachusetts must receive a safety inspection each year. Vehicles listed below must also receive an on-board diagnostic (OBD) emissions test each year:

* Model year 1996 and newer passenger cars, trucks and SUVs, as well as 2008 and newer medium-duty vehicles
* Model year 1997 and newer light-duty diesel vehicles (weighing 8,500 pounds or less)
* Model year 2007 and newer medium-duty diesel vehicles (weighing 8,501 to 14,000 pounds)
* Beginning in April 2009, opacity tests for visible smoke from heavy-duty diesel vehicles (weighing more than 10,000 pounds Gross Vehicle Weight Rating or “GVWR”) will resume. This test started in 2002, but was suspended in August 2008 to allow for transition to the new Massachusetts Vehicle Check Program.

The following types of motor vehicles are exempt from the emissions inspection:

* Cars, trucks and SUVs manufactured before model year 1996 no longer receive tailpipe emissions tests but fail their safety inspections if they produce visible smoke.
* Light duty diesel vehicles (weighing less than 8, 500 pounds Gross Vehicle Weight Rating, or “GWVR”) that were either manufactured before model year 1997 or are 15 or more model years old
* Medium duty diesel vehicles (up to 10,000 pounds GVWR) that were either manufactured before model year 2007 or are 15 or more model years old
* Medium duty non-diesel vehicles either manufactured before model year 2008 or 15 or more model years old;
* New vehicles delivered to Massachusetts owners
* Motorcycles and mopeds
* Tactical military vehicles
* Vehicle operated exclusively by electric power

That's way to much info man lol. The just is this if your car is 95 and older and it's not to loud crazy tint cracked lights or glass or the car is falling apart you'll pass. If you car is smoking it means some thing is wroung. My 1980 has a racing beat head to tail pipe. Rats nest removed more or less every thing illegal to remove and do to the car for emmissions has been done . I pass every year for sone time now. Only smoke is from start up and if they fail u for that there a dick . Come to Tewksbury mass and you'll pass.

yeah I think its OBDII and up. What I dont see is that if your pre 1996 car came with cats, and you removed them, would it still pass the safety ispection?

if they check under the car and see your're running a straight pipe they can fail you. But if the guy doing the inspection is your buddy, or if he is in a good mood and doesnt bother to look underneath the car to see if you have a cat then you shouldnt have a problem. At least thats what happened to me.

Occupational Hazard

Too much information? Sorry, it's an occupational hazard - I'm an engineer.

How could not having a cat possibly have anything to do with a safety inspection? That's ridiculous! But since this is Mass., it's just crazy enough to be believable.

Are you sure about that? Is it in writing somewhere official?

well its not so much safety as it is emissions that they're looking at. And even tho our cars arent OBDII they can still bust one's ***** for not having a cat. Go figure.

its not a safety thing its a emissions thing. if you remove or mod any part of you emissions its up to a 10,000$ fine .my 1980 rx7 with a racing beat header and muffler with rats nest removed no air pump and thermal reactor(old school cat) could get me a 10,000$ fine. the guy i go to tell me this if your not crazy loud or to dark hell pass you if your car is 95 and over. more or less he doesn't want you to pull out of his shop with a legit sticker and a cop can tell my look or sound you shouldn't have it.

yeah engineers are like that lol. i work with one all day long he draws prints up and figures out how to go about building it. then i tell him why you cant build it etc lol.
