regarding to 180km/hr speedo..
I have 97 180km speedo and with pfc, it goes higher.. just that the needle don't spin around.. I've taken it to about 240-250km/hr.. recorded by PFC..
So, the chip must be in the stock ECU.. which means, with US version ECU you could go beyond 180.

Just similar to the Autronic.
The Autotune ™ software is much faster then a good
operator. It is not possible to manually tune as quick
as the Autotune ™. A typical engine will take less than
20 minutes to fully map on an engine dyno.
The accuracy of the Autotune ™ can be setup in the
software from 0.5% to 5.0% accuracy. The default value
is 2% accuracy, this is generally a lot more accuracy
then most tuners manual tune engines

About a year ago I was sitting at light in National City. I was in Driving my GF's black SUV. It was already dark and from my rear view mirror I noticed a pair of headlights that reminded me of the RE Amemiya kit for the FD. Sure enough you pulled up.
You were in the lane to my left, but one car behind. I turned to my girl and said " You know what? I have always wandered about that kit, that if the owner's really like them" She said "ask him." Simple enough, or so I thought.
So I put the car in reverse to even up with you. I rolled my window down, and pointed at your kit. You had a girl with you, she seemed unfazed. But you dude, you looked at me scared shitless . You didn't know what to do. "Hey how about roll the window down to see what the crazy man wants . Anyway the light turned green almost immidiately after that. And you took off like a bat outa hell Nice streetport by the way. Sorry for freaking you out too, don't blame you though. NC is a rough neighborhood and one can't be too careful. Still, I would have enjoyed talking to you.
