question numero uno: yes its pretty easy from what i hear, just take the old ones out, take some bar out of the way, and plug the old plugs into the new lights! i think you might need the S5 rear license plate holder for it to work tho....
number 2: simple, the outter most fuse (on the driver side shock tower) is what controls the lights. heres what i do when i want a little "sleepyness" on my rx7: have lights down, take fuse out. turn **** to turn on lights, lights come on, but wont pop up. gently put the fuse in again (not all the way!) just little by little till the headlights pop up a little. repeat until desired hight is acheaved. leave fuse out until you want them up again and you can turn on and off the lights w/o the motors going.
hope this helped!

hmm i think ill just keep the older taillights... i redded out the amber using some transparent vinyl and it looks really good... except around the edges cuz the light curves up a bit at the edges but only if u look closely... if u wanna check it out go to this guys website: http://www.4sided.com/rsx/
those are instructions for an RSX but its the same way to install... and check out www.oracal.com and the 8300 transparent vinyl (what i used)... my buddy got it in a sneaky way off the company but its prob hard to find otherwise... its a cheap and easy way to mod the taillights and it looks really good...
