Well im in Chicago and winters blow, I bought my 95 last June so this past winter I believe was the first this car as seen (pretty positive it was garage kept during winters). Now the stock 16s have that black spotty build up on them and im wondering what the best solution for cleaning them?

You haven't cleaned your wheels all winter?

Just get some Meguiar's all-wheel cleaner and a wheel brush. Should come off without too much problem.
