Looks like the tires and the driver inner door panel retains the same amount of heat?

IR Pictures are relative to ambient Air, therefore Pictures taken at dawn or dusk, can be very difficult to descern, as ambient air, reaches the same temp as the background.

Therefore the tires, are either
1) Been heated up by burnouts / Racing.
2) More likely heated by the asphlat that the person drove on.

Notice that the interior door panel, is also very warm, and I would argue that it's not even aproaching the temps of the exhaust or the turbos. It's a hot day, and the sun is baking everything...
