Can you wet sand windshield?
Common sense tells me no... but I had to ask; here's the deal.
The previous owner of my car decided windshield wiper blades were too expensive... so he just let one wiper arm run without a blade in it. So now my windshield has long scratches from the wiper arm rubbing against the glass with no blade.
Is it possible to wet sand these scratches out & buff the glass until you can see through it again? Is there anything I (or a shop) could do to remove the scratches without me having to many several hundred dollars to have the windshield completely replaced?

You can get some polishing compounds that are supposed to help. But with laminated glass it's a touch and go thing. Go a little to deep and the whole thing could let loose. At one time there was supposedly some liquid that acra-pac made that was supposed to fill scratches but I've never heard if it was any good.

Some insurance plans may cover this under the glass protection. Tell them how the wiper came off while driving and damaged the windshield. You could also take it to a glass shop and find out what they can do. I dont know that you are going to be able to do much though.
