I have an authentic mazdaspeed gt-c bumper and would like to know if the 99spec rebar would work, since I don't want the bumper to hang at any chance.

If it doesn't work, how can I make it work? I've seen it through people gtc bumper with a rebar.

 

Worked on my buddies car. 99 Spec rebar really isn't worth it. Get a 93-95 and cut some larger holes for the lights and whatever else you need. Better than the $500+ for 99 Spec imho.
