Is this a poll to see what needs to be done, or are you asking for help?
Check the condition of your sparkplugs. If it runs rough at startup and stalls, then it's most likely an AWS, but you didn't mention your generation, so I've no idea about 3rd gens (93 - 95; I don't know if they even have such a thing). A turbo usually won't prevent your car from starting unless you've got a serrious turbo problem (water/oil leakage).
If you just rebuilt your motor and re-used your housings, it'll be very rough the first hundred or more miles; and it'll foul spark-plugs rather quickly (a spare set or two is very handy).
general rule-of-thumb: Check EVERY single hose/sensor and make certain it's plugged in/sealed tightly. Take the intake manifold off, look it over thoroughly and identify where every nipple or sensor plugs into. Also verify that every sensor in the engine bay is properly attached. Make sure you don't have a leaky intercooler as well.

If the turbo does leak oil,it's better to get that fixed or you would end up with unrebuildable turbo. But check for all problems before condemning the turbo.Go through everything black sunshine suggested.
